Concept
The
vocational training shall be regarded as a global and permanent
process by which the workers are prepared for the fulfilment of a
professional activity or for the improvement of their performance
and competence development

resources in the perspective of increasing effectiveness, efficiency
and quality of services and of improving workers? performance

workers? valuing and qualification with a view to increasing

Rights and duties
Workers are
entitled and the duty of attending every year, training actions and
further training in the activity in which they fulfil functions
The worker
shall, at the end of the training, submit a declaration of
attendance or a training certificate
�

Diagnostic of training needs
Methodological process of information collection and analysis to
determine gaps of performance, failure of competences or the lack of
knowledge, necessary to the carrying out of a professional activity,
with a view to planning and executing projects and training
programmes and personal development
�
�
Training plan
The training
plan is a document duly approved containing the following mentions:

Identification of training needs;
�
Characterisation of training actions;
�
Identification of the programmatic content;
� Scheduling
of training actions;
�
Identification of trainers and of training entities;
� Indication
of costs of training actions;
� Definition
of objectives to be attained in each action;
� Definition
of criteria and the indicator grid of training assessment and
validation;
�

Training actions
� Training
action of short duration is a training action with up to 30 hour
duration
� Training
action of medium duration is a training action with 30 to 60 hour
duration
� Training
action of long duration is a training action with more than 60 hour
duration

Accreditation
The
accreditation of entities falls upon the intervention areas of the
training cycle, thematic areas, training patterns, forms of
organisation of the training and target populations in relation to
which entities develop their activity

Accreditation system
The
accreditation system of the Training Entities was integrated into
the Directorate General of Employment and labour Relations,
constituting the Department of Services of Quality and Accreditation
�
�
Training entity
Training
entity is considered to be a public organisation and the entity of
the cooperative or private sectors, profit or non-profit making
entity, that is duly accredited in the fields, for which applies to
financing, that has training capacity, ensures the training
organisation and develops training actions to the benefit of
external legal entities or natural persons
�
�
National Catalogue of Qualifications (CNQ)
�� The
National Catalogue of Qualifications (CNQ) is an instrument of
strategic management of professional qualifications of non higher
level, composed of qualifications references, integrating 245
qualifications, distributed by 39 education and training areas and
qualification levels. Each qualification is made up of the
professional profile and training references and of Recognition,
Validation and Certification of associated competences
� The CNQ is created in the scope of the National System of
Qualifications, shall be permanently updated by the National Agency
for Qualification, in collaboration with the Sectoral Councils of
Qualifications and shall be the subject of assessment and global
approval, every two years, by the National Council of Professional
Training
�The DGAEP (Directorate General for Administration and Public
Employment), in the scope of technical cooperation established with
the National Agency for Qualification, shall participate in the
updating of the referred to Catalogue, putting forward the updating
and /or inclusion of new qualifications and respective profiles and
references, of 2, 3 and 4, levels related to transversal areas and
considered relevant for the careers of Assistant Technician and
Assistant Operational of Public Administration

Qualification references
� Experience exchange on Professional profiles and assessment of
competences and definition of the methodology for the drawing up of
references of qualification, integrating the components -
competences, training and employment
�The methodology of drawing up references of qualification results
from an activity of regular cooperation between the DGAEP and the�
National Agency of Qualification (ANQ) and shall be timely
disclosed
�This activity of cooperation intends to make feasible the
standardisation and knowledge of new concepts and methodologies in
the scope of the new
National System of Qualifications (SNQ), in the structural and
competence plans and aim to facilitate the inter-service dialogue
and the development of joint projects
� The following projects are under way:
�Identification of transversal functional areas to Public
Administration by reference to qualification areas to be defined in
the scope of the SNQ and provided for in the National Classification
of Education and Training Areas (CNAEF)
�Drawing up
of qualification references, necessary to the recruitment and
selection, management of the courses, namely the Advanced Studies in
Public Management Course (CEAGP), organisation of training,
management of the work places and of the system of professional
careers
�

Initiative new opportunities
�
� Promotion
of involvement measures of workers with low qualifications, in
specific paths of training and accountability of New Opportunity
Centres
�� The
Initiative New Opportunities has as objective involving services
with competences in the public management and human resources areas
of all Ministries, in the promotion of qualification of human
resources, adopting managerial measures of involvement of workers
with low qualifications, namely, divulgation actions, information
and forwarding to the New Opportunity Centres
�
