INTERNAL/EXTERNAL TRAINING

 

Internal training

Training organised and developed internally or in cooperation with external entities, by way of protocols/agreements with specific rules

 

External training

Training that is promoted by entities that organize initiatives or sell training with interest for the improvement of professional qualification of human resources

Complementary

It assumes a complementary dimension to that which is developed internally with a view to a suitable scientific and technical updating of workers in specific areas, meeting of needs and concrete ambitions of personal and professional valuing of those workers being necessarily reflected on motivation and organizational performance levels

Attendance

Its materialization occurs through individual participation of the worker, normally, during work schedule, by means of courses or training actions of short, medium and long term, or other equivalent actions, conferences, meetings, colloquia, congresses, seminars, etc

Financing

The external training may be financed by the organization budget, agreed or in partnerships with external entities that ensure enrolments with organizations� workers

Initiative

Proposals for external training result normally from the worker�s individual initiative, but may be also made by services when increased needs of specific qualification are identified for the duties carried out

 

Payment of per diem and transport allowances

This payment is foreseen under the terms of the general Law for training actions integrated in the internal and external Training Programmes on service�s initiative. Per diem and transport allowances are set in the Order  Portaria n� 1553-D/2008, of 31st December, that makes the annual revision of per diem allowances, meal and travel allowances, as well as remuneration supplements for workers in public functions and updates retirement, survivor�s and disability pensions

 

Complaints

The trainees have the capability to lodge a complaint, and must request a specific form that is set out in the Educational Technical File of training actions

 

Assessment

At the end of each action an assessment of the feedback/satisfaction shall be carried out by means of application of an assessment questionnaire of training both by the trainee and the trainer

 

Certification of vocational training

Successful attendance of the training course by the trainee entitles him/her to obtain a certificate of vocational training (article 31 of  Decreto-lei n� 50/98, of 11th March)

When the training action does not include assessment, the trainee shall obtain a certificate of attendance mentioning the total number of hours of the course and those which actually attended

 

Certificate of vocational training

Decree-Law no. 95/92, of 23rd May � Establishing the legal regime of vocational certification relating to the training integrated into the employment market

 

Educational technical file

It includes all pertinent information related to each action. It shall be filled in by the trainer and consulted with by trainees whenever they so wish

The educational file shall set out the following forms:

� Forms of trainee�s attendance

� Form of training assessment

� Form of trainer�s assessment

 

Release from service

The participation in internal or external training actions implies necessarily release from service

In the case of external training, financed or not by the organization and that is provided on worker�s initiative, the hours shall be counted, with identical duration for the annual legal limit for self-training purposes
